Our staff works hard to make your home as safe as possible and your community more resistant to wildfires. We are determined to become the model wildfire mitigation program for counties across the state.

Jim WebsterProgram Coordinator
Jim Webster is the Wildfire Partners Program Coordinator. He works for Boulder County’s Land Use Department. Jim developed this nationally recognized public-private partnership in collaboration with many colleagues and over 35 partner organizations. Jim has designed and implemented innovative, natural resource-based initiatives for more than 30 years in the U.S. and Africa. He received his Master’s in Environmental Management from Duke University.
Abby SilverMitigation Specialist
Abby Silver is a Wildfire Mitigation Specialist. She has been working for Boulder County’s Wildfire Partners program since its inception in 2014, helping hundreds of Boulder County homeowners to identify and mitigate vulnerabilities to their land and structures. She enjoys collaborating with homeowners to find creative solutions designed to enhance both the fire safety and aesthetics of their property while working within the parameters of current science and best practices. She is a long-time Boulder County resident, mountain homeowner, and Sunshine FPD volunteer.
Brett HaberstickMitigation Specialist
Brett Haberstick is a Wildfire Mitigation Consultant with the Wildfire Partners program for the past four years. He has been a volunteer firefighter for 9 years first with the Sunshine Fire Protection District, where he also served as Fire Marshal and Fire Chief, and currently with Boulder Rural Fire Department where he is a Wildfire Specialist. Brett has participated in writing two Community Wildfire Protection Plans that includes Boulder County’s CWPP, serves on the Boulder County Fire Code Review Council, and is rostered with a Rocky Mountain Type 2 Incident Management Team that travels around the US to fight wildfires which included the 2016 Cold Springs Fire outside Nederland, Colorado. Brett earned his Ph.D in Psychology from the University of Colorado Boulder.
Chris ReaMitigation Specialist
Chris Rea is a Wildfire Mitigation Specialist for the Boulder County Land Use Department. His role is to assure that new homes, home additions, and decks being built in the foothills and mountains of unincorporated Boulder County establish defensible space around these structures and that proper ignition resistant materials are utilized during construction. Chris also helps to oversee, and serves as a Wildfire Mitigation Specialist, for the Wildfire Partners program and enjoys working with homeowners to identify wildfire-related vulnerabilities to homes, to find cost effective retrofit solutions to prevent home ignition, and to help create defensible space zones around these homes. Before coming to Boulder County, Chris worked as a Forest Technician for the U.S. Forest Service in Arkansas; as a Service Forester and Wildland Firefighter for the North Carolina Forest Service; and as an Assistant District Forester and Wildland Firefighter for the Wyoming State Forestry Division.
Kyle McCattyMitigation Specialist
Kyle McCatty is a wildfire mitigation specialist for Boulder County. He helps run both the County’s nationally award winning voluntary home wildfire mitigation program—Wildfire Partners—and the County’s building code wildfire mitigation requirements. Before that Kyle worked for the Colorado State Forest Service in Fort Collins and Golden for six years with a brief stint with Arizona State Forestry helping state and private landowners with forest restoration and wildfire mitigation.
Matt ToblerMitigation Specialist
Matt Tobler is a Society of American Foresters Certified Forester with 19 years of experience working in the Colorado Front Range. He has been with the Wildfire Partners program for three years and has provided Home Ignition Zone and Defensible Space layouts on more than 350 properties in Boulder County. He has provided wildfire mitigation and forest restoration services for numerous reservoir watersheds and residential subdivisions with real estate values in excess of 13 billion dollars. In collaboration with other county mitigation specialists, Matt completed structure assessments and defensible space layouts for all County owned historical properties. He has assisted with National Environmental Policy Act compliance for regional forest management activities and conducted original research regarding landscape ecology, fuel loading and historical structures of ponderosa pine forests with mixed and variable fire regimes within Colorado. A careful listener, Matt integrates homeowner desires with fire science and forest conditions to develop a customized mitigation plan for each property. Matt is also a Certified Ecologist with the Ecological Society of America and a Natural Resource Technical Service Provider.
